Zhang’s celestial Cape of Odds adds fifteen percent to stats and three levels of Hand of Ill. It also gives him a wheel that repeatedly selects different effects.[1]

The hour-long wheel has 333 possible outcomes, some dangerous. Enough repeated spins can eventually let the wearer choose an outcome, but they must get through the random effects first.[1]
